Depositphotos_20118711_original-small‘Out of bounds’is beyond the boundaries of the course or any part of the course so marked by the Committee. 

When stakes and lines are used to indicate out of bounds, the stakes identify out of bounds and the lines define out of bounds and the line itself is out of bounds. Objects defining out of bounds are NOT obstructions and are deemed to be fixed.

The definition of obstructions at the front of the rule book clearly stated that objects (walls, fences, stakes and railings) defining out of bounds are not obstructions. 

This means that you cannot move or lift the white stakes and you cannot get relief from them either. The penalty for breach of the rule is loss of hole in match play and two strokes in stroke play. 

Also, you are allowed to move red or yellow stakes but can’t move the distance markers.
